The Tembusu Multi-Utilities Complex (TMUC) on Jurong Island is the first coal-fired plant in Singapore, supplying steam, power and high-grade industrial water and demineralised water. The S$2b project’s innovation lies in its integration of utility services, which serves to maximise efficiency and minimise energy wastage by combining resources over multiple systems and centralising operations.

The S$2b project’s innovation lies in its integration of utility services, which serves to maximise efficiency and minimise energy wastage by combining resources over multiple systems and centralising operations.

Calibre provided engineering services for government permitting, design and supervision of the power plant for Phases 1 & 2A. This involved the construction of a new biomass clean coal (BMCC) co‑generation power plant with a capacity of 100MW – the very hub of the complex.

It also included construction of a Circulating Fluidised Bed (CFB) boiler, which fires coal and biomass to generate steam with lower emissions, backup boiler, coal silo and associated structures, including turbine house, administration and control buildings.

As TMUC is the first coal-fired plant in Singapore, compliance of emission controls as well as fire safety requirements were a special challenge for our team.

With the Tembusu industrial area designated to become a new petrochemical sector, the plant is an integral facility, primarily servicing the various operations being established in the region.
